What is Medicaid, Medicare, and the Childrens Health Insurance Program/State Childrens Health Insurance Program (CHIP/SCHIP)?
Medicaid is a form of coverage that provides free or low-cost health care for low-income families, those who are disabled, the elderly, and pregnant women. The insurance is funded by both the state and federal government and it is governed by the states, but is operated based on federal requirements. Additionally, according to data, approximately 68.8 million individuals are currently covered by insurance as of July 2020 (Medicaid, 2020).
Medicare is a federal program that provides low-cost health care coverage for those 65 and older, individuals who have disabilities (includes certain younger people), and those with end-stage renal disease. The coverage is broken into 3 parts which cover hospital and medical insurance, and prescription drug coverage. The insurance is funded by a combination of taxpayers and trust funds (Medicare, 2020; Health and Human Service, 2015).
Childrens Health Insurance Program/State Childrens Health Insurance Program (CHIP/SCHIP) is a form of health care coverage for children (19 years and under) whose families are not qualified (earn up to approximately $36,000) for Medicaid, but cannot afford private healthcare coverage. The insurance covers the doctors visits, hospitalization, immunizations, and the emergency room visit. The insurance is funded by both the federal and state government (American speech-language-hearing association, 2020).
Medicaid
The program that I selected is Medicaid and a key policy that I would deem most important to address is eligibility. The issue is that there are people who are low-income families who apparently make too much for Medicaid yet cannot afford private care. I find this to be an issue that should be reformed to where if you cannot afford private care, you should be eligible for Medicaid. This can be solved by either increasing the eligibility annual salary or creating a 50-50% situation where Medicaid can cover 50% of your health care and the other 50% can be out of pocket (U.S. government accountability office, 2020; Tallon, 1990).
