1.0 Introduction
The municipality comprise of a number of departments that function in tandem in the jurisdiction of the authority of the municipality. The span of the municipality covers Al Ain section and the extent to the outskirt of the municipality. The establishment of the municipality began in 1974 with the main action of controlling as well as regulating the affairs of the city. It is one of the pioneering firms in the region owing to the role it undertakes. As one of the methods of forging ahead, the municipality has a strategy for delivery of services as well as infrastructure. It has endeavored to utilize the best-advanced technology for quality services and incessant growing of the employees with the best skills. It is through this practice that the municipality renders best services satisfying the clients served (Al Ain City Minicipaqlity, 2014).

Coupled with this is a stable political atmosphere. The threat of the setting up of terror groups by militias in Middle East. The groups scare away international investors. The Middle East gets tagged as the origin of terror gangs that spread globally. The firm gets gauged as two. The measurement is that 1 is the excellent and five being poor. Therefore based on these, the organization is good as it provide satisfactory services to its clients living them contented (Ruminski, 2014).
3.0 Formal strategies versus emergent strategies
The organization has a mission and vision. It strives to give the best services and infrastructure with optimal use of available resources. The vision gets begged on sustainability and best world class services engulfed with values of accountability, excellence, innovation, customer service, developing the people, sharing of knowledge and collaboration (Alvarez-Diemer et al., 2014).
The organization has in place a five-year strategic plan and adheres strictly to the strategies laid down and is the reason they provide excellent services. Additionally, the management responds to new emerging technologies. In the strategic plan, they lay emphasis on sustainability, improved services as well as infrastructure with a view of promoting accountability and transparency. The organization stresses on quality sustainability and services discharged effectively and efficiently. Owing to this aspect gets rated as 1 in a scale of 5 with 1 being excellent services and 5 being poor services (Alvarez-Diemer et al., 2014). For instance the customer care get rated 1 owing to the manner they handle clients leaving them impressed and satisfied.
4.0 Planning flexibility
In embracing excellence, the company adopts the recruitment of best-qualified staff as top management who run the company. They respond to changing business atmosphere through finance utilization in agent and necessary infrastructure for the people of Al Ain. In recent two years, the establishment accepted the utilization of technology in mechanizing their services for active service to customers. They established a website which is easy to navigate so as to present the needed facts to the customers. Furthermore, there is a mechanism of feed-back acting a platform for giving opinions and grievances. In the past two years, the administrative hierarchy of the company has not been changed. The top manager acts as an overall overseer assisted by the other structures down the organization (Gamble, & Thompson Jr, 2014). 
5.0 Strategic planning responsibility
It is the responsibility of planning and setting the municipality strategies rest on the senior managers that must make it happen. There is a departmental strategist in all sections with the responsibility of making the strategic plan of that section. All these people meet with the senior management and present their individual department’s strategies. All are combined and put into one document provided they are in-line with the firm’s mission and vision (Dupuis, & Loo, 2014).
The commitment of the strategic plan comes from the manager who in-turn delegate responsibility to each head of section for implementation. In ensuring that all strategies get implemented, the organization has a monitoring and assessment section whose role is to get feedback and report to the top management. There are challenges encountered by the organization in the implementation of the strategies. Resistant to change by a number of employees and resources constraints are the crucial parameters hindering strategy implementation. The stratagem realization gets 2 being satisfactory implying that a number of plans get not adequately realized (Dupuis, & Loo, 2014).
6.0 Planning Outcomes
Through the strategic scheduling, the organization gets to discharge its tasks in an efficient way. It is through efficiency and quality services that clients get satisfied. It is satisfactory in performance. It has a huge going Al Ain city and the vicinity. In the delivery of services, the company does tremendous work (Ruminski, 2014).
In recent two years, the company embraced the use of technology as one way of automating their services for effective service to clients. They set up a website that is user-friendly. The website provides the necessary information to the clients. Moreover, there is a feed-back option where clients can provide their views. The rigidity of a strategic plan arises when targets set are not SMART. If all the principles are not set according to SMART objectives then, the strategy will not get realized causing rigidity (Ruminski, 2014).
7.0 Summary and conclusion
In the investigation of the Al Ain Municipality, the most impressing thing is the emphasis made on quality and efficient services. Even if there are hindrances and rigidity in implementation, the organization has hit the limelight of satisfaction in Middle East. It fully implemented and avoids rigidity; SMART strategic must get set in place for the benefit of the clients.
8.0 Recommendation
The strategic scheduling in the organization must be made by specialized team and should be from the board of directors. It is because they are the ones who must assign responsibility for targets to get made.
The strategic scheduling must be SMART so as to get implemented with no rigidity and hindrances. Strategies that are not specific, measurable and attainable cannot get realized in a timely manner.
The services must be fully automated. It is through this that quality and efficiency get realized. Automation of Municipal services permits clients best services at the right time and increases transparency.
